Recruitment of a project manager & assistant
Background
Erasmus+ is the European Union programme that supports projects, partnerships, mobility and dialogue in education, training, youth and sport for the period 2014-2020. It aims at boosting skills and employability, as well as modernizing Education, Training, and Youth work in the EU and in its partner countries all over the world. Erasmus+ includes a strong international dimension notably in the fields of higher education and youth.
The National Erasmus+ Offices (NEO) assist the European Commission, the Education, Audiovisual and Culture Executive Agency (EACEA), and the Partner Country authorities concerned in the implementation of the Erasmus+ Programme. Their mandate covers all supporting, promotion, monitoring and dissemination activities related to the international dimension of Erasmus+ activities in higher education (Credit Mobility, Erasmus Mundus Joint Master Degrees, Capacity-building in Higher Education, Jean Monnet).

The National Erasmus+ Office in Algeria is currently composed of 2 staff members;
In order to expand the Office, we are looking for:
– a project manager;
– an administrative assistant;
1-Project manager
Salary
Approximately 1.900 Euro (part time 70%) brut per month converted in the local currency
Workload
Part time position of 70% of a full time equivalent in Algeria
Location
National Erasmus+ Office, Chéraga, Algiers
Description of the post
The successful candidate will assist in the implementation of the following activities:
- Promotion, information and follow up of Erasmus+: to inform higher education institutions and all other interested parties about developments regarding the Erasmus+ programme of interest to the higher education field; organise Information Days and training sessions; on upcoming calls for proposals, promotion material and activities, etc.
- Provision of advice to potential applicants at local level interested to apply for Erasmus+ in the field of higher education; provide assistance to find partners.
- To support and monitor the implementation, dissemination and impact of results of projects selected under the Erasmus+ Programme (2014-2020) regarding the Capacity-Building in Higher Education action and International Credit Mobility actions.
- Support to other NEO’s activities; cooperate and liaise closely with the Executive Agency (EACEA), the other NEOs, the European Commission and the local authorities and Ministries; attend meetings in Brussels when necessary; support the team of Higher Education Reform Experts (HEREs); represent the Erasmus+ programme towards the Ministries, universities and external stakeholders; liaise with other bodies and organisations operating in higher education; liaise with other donors active in the field of higher education.
Minimum requirements for the post
- PhD degree;
- Experience in the preparation, management and/oir evaluation of projects in the field of Higher Education;
- Good analytical and reporting skills;
- Good communication skills;
- Good knowledge of the academic world and of the local and international environment;
- Excellent language skills: fluency in Arabic, English and French (oral and written);
- Readiness to travel both inside and occasionally outside Algeria.
- Good computer literacy (Word, Excel, Power-point, website).
Other elements to be considered:
- Good knowledge of the higher education sector and the developments taking place in the region;
- Previous experience with international project management and knowledge of project cycle management;
- Experience in organising and trainings;
- Team spirit, commitment as well as a sense of initiative;
- Ability to work independently;
Duration of Contract:
The duration of the contract is for 21 months from 1st of April 2019 to 31st of December 2020, and the contract is issued without any expectancy of extension oir renewal.
2 -Assistant:
Salary
approximately 1.800 Euro (part-time 30%) brut per month converted in the local currency
Workload
Part time position of 30% of a full time equivalent in Algeria
Location
National Erasmus+ Office, Chéraga, Algiers
Description of the post
- Assist in the administration of the office;
- Assist in establishing and maintaining NEO documentation and filing system
- Assist in booking of transport and accommodation, in relation to travel arrangements;
- Assist in preparing, updating and maintaining an inventory of all project (NEO) assets;
- Assist in preparing logistic and administrative stuff for holding the NEO workshops, meetings, and events, …etc;
- Assist in procurement of equipment and supplies;
- Assist in communication with the stakeholders
Minimum requirements for the post
- University degree holder
- 2 years of experience in a similar position.
- Good experience in using computer facilities required for developing the work as Microsoft Office Word, Excel, Power Point …etc;
- Good in verbal and written Arabic, English and French languages
- Good communication, and facilitation skills
Other elements to be considered:
- Hard working, detailed oriented, and able to manage multi-task effectively
- Good administration and interpersonal skills;
- Ability to work effectively under pressure.

Selection Procedure
The selection of the candidates will be carried out by a Selection Committee composed by the NEO coordinator and the person in charge of the Erasmus+ Programme within the EU Delegation in Algeria.
The selection will be organised in two steps:
- The motivation letter and CVs of eligible applicants will be assessed in view of establishing a shortlist for interviews;
- The Selection Committee will hold interviews with the shortlisted candidates in order to assess the candidate’s competences, specialist knowledge and motivation required for performing the duties
- A written test in English and French (only applicable to the Project Manager).
The Selection Committee will decide the name of the selected person to which the position will be offered.
In addition, a reserve list of additional candidates will be established for future needs.
